City Of Los Angeles San Fernando Valley Plumber

Encino, Northridge, Panorama City and North Hollywood are all neighborhoods of the City of Los Angeles. For plumbing, that means one set of rules: LADBS permits, LADWP water, and a few requirements LA has that most cities don't.

Plumbing In The City Of Los Angeles

It's tempting to treat each Valley neighborhood as its own place, and for a lot of things they are. For plumbing they aren't. A water heater in Encino and one in North Hollywood go through the same permit office, sit on the same LADWP water and answer to the same city code. So this page covers all four, with every ZIP code we work in listed by neighborhood.

The LA rules worth knowing are on this page: when a water heater swap needs a permit, the earthquake gas valve the city requires in certain cases, the 80 psi pressure rule, and how far your sewer line runs before it's the city's problem. LADWP's water is hard, though not as hard as the Santa Clarita Valley's.

  1. Water Heater Permits

LADBS says a plumbing permit is required to replace a gas water heater in a single-family home, unless the contractor holds LADBS's Certified Licensed Contractor registration. Even then, it only covers swapping in a heater of the same capacity, BTU rating and vent size.

  2. 80 PSI Is The Line

LADWP says new home plumbing in the city needs a pressure regulator wherever the main can deliver more than 80 psi, and that installing and maintaining the regulator is the homeowner's job.

  3. The Lateral Runs To The Street

LA Sanitation says owners maintain and repair the entire lateral, from the building to the street connection. A plumber can repair it inside the property line; digging under the sidewalk or street takes a Class A permit from the Bureau of Engineering.

  4. Below The Manhole, A Backwater Valve

If the lowest fixture in the house sits lower than the street's manhole cover, LA Sanitation says the house needs a backwater valve, which closes when the main backs up. It takes an LADBS permit.

  5. Selling Means Fixtures Too

LADBS lists the city's Water Conservation Ordinance among the requirements when you sell: a building with plumbing fixtures has to comply, under a program LADWP runs.

When LA Requires A Seismic Gas Valve

Los Angeles requires a seismic gas shutoff valve, or an excess flow valve, on a home when an alteration valued at more than $10,000 gets its building permit, when the gas meter is altered or replaced, and before a building with gas piping is sold.

San Fernando Valley Questions

Do I need a permit to replace a water heater in Los Angeles?

For a gas water heater in a single-family home, yes, unless the contractor has LADBS's Certified Licensed Contractor registration and is swapping in a heater of the same capacity, BTU rating and vent size.

Does my LA house need an earthquake gas shutoff valve?

It does if you're doing a permitted alteration worth more than $10,000, if the gas meter is being altered or replaced, or if you're selling. Our guide to the LA gas valve rule goes through each case.

Who pays to fix the sewer line under the street in LA?

The owner. LA Sanitation says the whole lateral, to the street connection, is the owner's to maintain and repair, and work in the street needs a Class A permit from the Bureau of Engineering.
